Twenty-four hours before De La Espriella’s inauguration, a lucrative contract for the oversight of member data management will be signed at Colpensiones

Since July 3, EL TIEMPO revealed the names of the companies behind a 223 billion peso contract for the migration of the data center of the affiliates of the Colombian Pension Administrator (Colpensiones). In addition, the entity decided to postpone that massive transfer of information due to doubts from different actors.
Now, this newspaper exclusively established that the same entity is cooking up another millionaire contract, this time for auditing, to supervise the operation of that data center, which includes monitoring all platforms and applications used by Colpensiones users.

One day before the change of Government

At the time, Senator Enrique Gómez of the National Salvation party warned that the companies forming the winning temporary union have grown in the shadow of the Petro government and that with the business, even pension assignments could be made with false information.
And El TIEMPO investigated and established that behind the millionaire contract – with an execution period until December 2029 – was the Unión Temporal Gestión Integral Centros de Datos 2025, made up of The It Experts SAS – which appears in other last-minute tenders -, Rit Enterprise Solutions SAS and IOGestión SAS, which according to contractual files in the possession of this newspaper have had contracts with entities such as the Special Jurisdiction for Peace, the ICBF and even the Military Forces Retirement Fund.
However, in what those close to the entity describe as ‘the farewell of Colpensiones director Jaime Dussán’ – a contract for more than 15 billion pesos is being prepared for the auditing of the operation of the new data center.
This is a special regime contract (with offers) for 15,462 million pesos, which according to the schedule published on the public procurement platform SECOP will be signed on August 6 at 8 in the morning, one day before Abelardo De La Espriella takes office as president of Colombia.

EL TIEMPO accessed the preliminary study that justifies the contract, which states that for the structuring of the 223 billion peso process for the data center migration, it had the support of specialized consulting that recommended Colpensiones to carry out the control of the transfer of affiliate information through a specialized auditing firm.
In order to guarantee compliance with the deadlines set both in this Strategy and in the Planning presented by the new Provider of data center services and their subsequent operation,” reads the preliminary study.
In addition, they pointed out that for the operation of the data center, it was determined that due to the magnitude of the contracted services, the installed operational capacity of the Information Technology Management and the Technological Infrastructure Directorate was exceeded.

And they assured that this department, responsible for monitoring the data center, has a limited number of specialized professionals and that they had an analyst team whose role corresponds to a basic technical level.
For now, those interested in the process have until next Monday, July 27, at 3 in the afternoon to submit their offers.

However, EL TIEMPO investigated and established that observations have been submitted requesting an extension of that deadline and that Colpensiones clarify the expected scope of the auditing.
This newspaper contacted Jaime Dussán to ask him why the contract for the auditing would be signed 24 hours before the change of Government, but by the close of this edition, he had not responded.
