The mayor of Bogotá, Carlos Fernando Galán, confirmed this Friday, July 24, that authorities located the owner of the blue Chevrolet Spark involved in the case of the vehicle that tried to go up a pedestrian bridge on Carrera 68 with Calle 26, an incident that occurred on July 20 and was recorded in videos circulated on social media.
The mayor reported that officials from the Secretariat of Mobility went to Zipaquirá to notify the owner of the vehicle about the sanctions that will be imposed and assured that the person who, apparently, was driving the vehicle that day was also identified.
In a post on his X account, Galán indicated that the entity responsible for planning, regulating, and controlling traffic and transport in the capital notified the owner of the car and explained that, although he claims to have sold the vehicle, “as the transfer has not yet been made, the owner is also responsible.”
Furthermore, he indicated that “the person who bought it and, apparently, was driving it yesterday has been identified and will also be sanctioned.” The mayor added that “it is essential that, when selling a car, the corresponding transfer is made to avoid being held responsible for the savagery of others” and concluded that “we will not allow acts like this to continue happening in Bogotá,” while thanking citizen collaboration for advancing the investigation.

Amidst the announcement, the mayor also revealed that he had a phone conversation with those listed as the vehicle’s owners, which was recorded in a video he himself disseminated.
During that call, he explained that an official from the Secretariat of Mobility was at the location to summon the owner of the blue Spark and notify him of “some sanctions that will be imposed.”
Galán stated that, according to the videos published on social media, the vehicle was involved in “a truly dangerous act,” as it tried to go up a pedestrian bridge, “endangered the lives of pedestrians” and also the infrastructure, recalling that “a bridge is not made for a vehicle to go up.”
Regarding that request, the people who answered the call told the mayor that they were already aware of the situation. “Of course, yes, yes, Mr. Mayor, yes, we are already aware. What happens is that we sold that car about five months ago, but obviously, a transfer of papers had not been made,” they stated during the conversation.
After hearing that explanation, Galán told them that it was necessary to provide information about who currently has the vehicle.
“We need information on who has the vehicle then. It is important that you transmit that to the Secretariat,” he expressed. He also reminded them that as long as the vehicle remains registered in the seller’s name, they retain legal responsibilities. “The owner of the vehicle has a responsibility because they are still the owner of the vehicle,” he affirmed, before warning that if an accident or any other incident occurs, the registered owner can also end up being held responsible for actions carried out with the car.
The version provided by those who answered the call coincides with information previously obtained by EL TIEMPO’s Investigative Unit. This newspaper had access to the history of the blue Chevrolet Spark with license plates ZIX013, in which Brayan Bernal Muñoz appears as the owner. When consulted by this medium, Bernal assured that he no longer has the vehicle.
“I sold it to a man named Edwar Figueredo who paid me 80 percent, and we didn’t do the transfer because he still owed me the remaining 20 percent,” Bernal assured in the conversation, who also recounted that he found out what happened when he saw the images circulated on social media and assured that he contacted the buyer.
“I was not in the country, and when I saw the video, I called him to complain, and he told me that he would take care of solving the issue. What he did is a savage act,” he said.
Furthermore, he indicated that he will go before the authorities to demonstrate that he had no participation in the events. “I have the purchase-sale contract signed by Mr. Figueredo. I met him because we both ride bicycles, and I thought he was a responsible person,” he added.
The person mentioned by Bernal corresponds to Edward Fabián Figueredo Corredor, who initially published the video on social media and claimed to be the complainant. According to information gathered by this newspaper, Figueredo is currently associated with the most recent traffic tickets related to that vehicle in another city.
On his social media, he presents himself as a Pan American champion and national and Latin American BMX runner-up, and recently stated that he would not incriminate himself by indicating who was driving the car.
EL TIEMPO verified that the vehicle involved in the incident has outstanding obligations for more than four million pesos.
Among them is a traffic ticket imposed on June 13, 2026, by the Villavicencio Transit Secretariat, corresponding to infraction C31 for not obeying traffic agent signals or requirements, with an outstanding balance of $1,266,210. That same day, another traffic ticket was registered for infraction D12, related to the use of the vehicle for a service other than the authorized one, for $2,532,420.
To these is added a resolution issued on July 14, 2026, by the Bogotá Mobility Secretariat for infraction C14, related to driving through restricted areas or during prohibited hours, whose outstanding value amounts to $635,169.
While the investigation progresses, the Secretariat of Mobility confirmed to this newspaper that it will summon the owner to appear for this case. The entity is studying the imposition of several sanctions derived from the behaviors recorded in the video and will also evaluate whether the cancellation of the driver’s license is appropriate, depending on the background of the summoned person.
