Scandals surrounding millionaire contracts in the Civil Aeronautics Authority (Aerocivil) continue to escalate rapidly.
Just 3 days ago, EL TIEMPO revealed a resolution through which Luis Alfonso Martínez Chimenty, director of the entity, enabled Sundays and holidays for the signing of millionaire contracts. And sources within Aerocivil told this newspaper that one of the bids intended to be advanced on those days, for nearly 79 billion pesos, is for security at 30 airports across the country and the entity’s administrative buildings.
Urgent intervention
EL TIEMPO investigated and established that it is a bidding process scheduled to be awarded on July 30 and that on previous occasions it had been divided into several zones or regions to allow the participation of multiple bidders.
However, what is being denounced this time is that the process at the national level will be awarded to a single bidder.
EL TIEMPO obtained exclusively a letter that 6 private security company unions sent to the Attorney General, Gregorio Eljach; and the Comptroller General of the Republic, Carlos Hernán Rodríguez, in which they request urgent preventive intervention and fiscal control in the millionaire process.
According to the conditions set in the bidding terms, they point to steering towards a single bidder, “in open contradiction with the principles of transparency, free competition, equality, and objective selection that govern public contracting, even under the special regime applicable to the Entity”.
The mentioned company
EL TIEMPO had access to hearing records of the process and observations from several interested parties where it is stated that the company allegedly being favored is Amcovit Ltda.
It is a company registered in Bogotá in March 1972, with offices in cities such as Sogamoso, Florencia, Riohacha, Bucaramanga, and Cali, among others. And it has had contracts with the Rural Development Agency, the Attorney General’s Office, and Colombia’s National Parks.
In one of the observations known to this newspaper, presented by the firm Seguridad Superior, it is mentioned that Amcovit is the only company that has the branches requested to meet the requirements established by Aerocivil.
Sources familiar with the process told EL TIEMPO that one of the conditions the selected company or temporary union must have is that it has offices in all the cities where the contract is executed, a complex requirement for some and unnecessary to be able to execute the contract.
“There is talk of offices in Arauca, Puerto Inírida, Puerto Carreño, San Andrés, where most companies do not have offices,” one of the bidders told EL TIEMPO.
Official without authority?
In another observation, it is requested that the actions of the bidding process in which an Aerocivil official participated be reversed.
It concerns Bismarck Andrés Rodríguez Forero, who appears signing documents as Acting Director of Airport Operations.
In one of the process records known to EL TIEMPO, it is stated that there would be a claim of illegality due to lack of functional competence of Rodríguez Forero.
“According to Resolution No. 4383 of December 19, 2025, Mr. Bismarck Andrés Rodríguez Forero was appointed for a three-month period extendable for another three months, with his legal appointment expiring on June 19, 2026. Having signed the responses to the observations on June 25, 2026, it was argued that the official lacked binding authority and legal representation, so it was urgently requested that the spending officer publish the resolution of his definitive appointment issued prior to the action or, failing that, reverse the flawed actions,” reads the observation.
EL TIEMPO also has in its possession the resolution with which Rodríguez Chimenty, director of Aerocivil, appointed the official on December 19.
This newspaper called Bismarck Andrés Rodríguez Forero to ask why he continues signing as Director of Airport Operations, but although he asked to be called back in a minute, the Aerocivil communications chief answered the phone, who said the official was not authorized and that they would request authorization from the Presidency, as established in a presidential directive, to answer EL TIEMPO’s questions.
For its part, Amcovit told EL TIEMPO that the allegations against them about alleged favoritism are due to attacks from competitors.

“They are companies with interests in the bidding who, seeing that they do not meet the requirements, launch these kinds of attacks against the competition”, Alberto Cano, legal advisor of Amcovit, told EL TIEMPO.
He added that the favoritism claim has no basis because the same company has submitted observations to the process conditions and is awaiting a response to evaluate whether to participate as a temporary union.
“We alone do not meet the requirements and it is not the first time that among the conditions there is a national operator, this has been done before. There are other companies authorized by the Surveillance Superintendence to operate nationally. Meeting that requirement does not mean that the contract will be awarded to us,” Cano assured, emphasizing that they are a company with more than 40 years in the sector without any blemish.
